面向全电网用户的阻塞成本分摊方法

摘要:
提出了一种在电力中心交易模式下,面向全电网用户的输电阻塞成本分摊的新方法。对发电侧,首先将阻塞费用分摊到各阻塞支路,然后按照各发电机对阻塞支路潮流影响的大小将支路阻塞费用分摊给各发电机。对用户侧,采用Auman-Shapley方法进行阻塞定价,保证了阻塞费用合理分摊给各用户。与其他方法相比,此方法同时向发电机和负荷用户提供了经济信息,对全电网用户都具有激励作用。同时,此方法消除了销售盈余。仿真计算表明,此方法计算简单、易于实现。

Abstract:
A user-oriented method for congestion cost allocation in open power market is pro posed.At generation side,the congestion cost is first allocated to relative branches and then allo cated to individual generator according to its influence on the congested branch flow.At the con sumer side,Aumann-Shapley pricing approach is employed to ensure the reasonable allocation of congestion cost to loads.Compared with other approaches,the proposed method eliminates the sale sur plus and supports correct price information to both generator side and load side,promoting the whole power net.Simulation results show that the method is simple and easy to realize.This project is supported by Natural Science Foundation of Hunan(01JJY2051).
