电力市场环境下秒级可中断负荷调用策略研究

摘要:
当系统发电机整体一次调频(PFR)水平较低时,如遭遇严重事故而不及时进行控制,将导致频率崩溃、系统瓦解.秒级可中断负荷(SIL)可提供解决这一问题的方法.由于不同SlL的响应时间、持续时间、价格和其所处节点位置存在一定差别.这些将对系统频率安全、部分重要线路安全和经济性有着不同的影响,所以需综合考虑.进行合理科学的SIL调用.对SIL的容量如何预留和具体实时调用策略进行了研究,运用层次分析法(AHP)对不同SIL进行综合评估,为合理调用提供依据.最后通过IEEE30节点系统的算例仿真验证所提出的SIL调用策略能同时兼顾系统安全性和经济性,体现优质优价的市场原则.

Abstract:
When the generator primary frequency regulation of system is at low level,severe accident may cause power system collapse if it is not treated properly and timely. SIL (Seconds - level Interruptible Load) could be a solution. Because different SILs are different in response time, duration,price and location,and their influences on frequency stability,transmission line safety and economy are different,the scientific SIL dispatch needs comprehensive considerations. The SIL reservation and the real-time SIL dispatch strategy are investigated. AHP(Analytic Hierarchy Process) is used to evaluate SIL for its scientific dispatch. The simulative test for IEEE 30 - bus system validates the effectiveness of proposed strategy.
