面向智能电网的电力需求侧管理规划及实施机制

摘要:
对需求侧管理(DSM)项目的综合效益进行评述,总结出需求侧管理项目具有私人物品投资性质但具有公共商品属性特点,然后根据不同需求侧管理项目特点给出合适的规划方案,方案的制定包括潜力评估模型、筛选模型和规划模型3个不同阶段。对需求侧管理项目参与各方如电网公司、电力用户和能源服务公司等从资金投入到项目实施到收益分析等阶段进行潜在风险分析,并提出政府作为公众利益代言人为上述各方规避风险可采取的保障措施。最后结合中国国情特点和需求侧管理项目的特殊性,设计出政府推动与市场机制相结合的项目实施机制。

Abstract:
The comprehensive benefits of DSM(Demand Side Management) project are reviewed and its private goods investment property and public goods nature are summarized,according to which proper planning frames are given for different projects,including the potential assessment model,selection model and planning model. The potential risk of different phases from capital investment,project implementation to benefit analysis is analyzed for power companies,electricity customers and energy service companies. It is pointed out that measures should be taken by government to avoid risk. The implementation mechanism combining government promotion and market competition is designed for domestic DSM projects.
