政府与社会资本合作模式下的综合能源系统服务模式优选方法

摘要:
随着能源互联网技术的发展,开展综合能源服务成为电力企业适应能源体制改革的重要途径。基于我国现行的政府与社会资本合作模式,从工程投资建设的角度,总结并提出了适用于综合能源系统的服务模式。通过深入分析综合能源项目在不同服务模式下的运营环节和运作方式,提出了综合能源系统服务模式的选择方法,并建立了基于改进模糊综合评价法的服务模式评价体系,从而对服务模式初选结果进行再优选。通过实际案例分析验证了所提优选方法的合理性和准确性,为综合能源服务建设和项目管理评估的完善提供了又一种有效方法。

Abstract:
Along with the development of energy internet technology, promoting the integrated energy service has become an essential approach for facilitating the energy system reform for utility companies. Based on the current PPP(Public-Private Partnership) models in China, the service modes suitable for integrated energy system are summarized and proposed from the perspective of project investment and construction. Through the deep analysis of operation links and operation modes for integrated energy projects under different service modes, the selection method of integrated energy service modes is proposed, and the evaluation system of service modes based on the improved fuzzy comprehensive evaluation method is constructed, so as to optimize the preliminary selection results of service modes again. The rationality and accuracy of the proposed optimal selection method are verified based on the actual case, thus promoting another effective method for the construction of integrated energy service and the improvement of project management evaluation.
