适用于新能源发电接入的日内滚动发电计划闭环控制系统

摘要:
大规模新能源并网后,新能源发电的随机性、波动性将对电网的发电计划造成明显的影响。要解决这一问题,只有通过综合分析新能源发电、关口受电、负荷等变化,考虑各类约束和设置优化目标滚动形成日内发电计划,提高发电计划的可执行性和适应性。结合日前发电计划、机组日前发电排序,根据超短期负荷预测、超短期母线负荷预测、超短期新能源发电预测、滚动水电计划、联络线计划、停电计划、网络拓扑、机组出力申报等信息,充分考虑系统发用电平衡约束、电网安全约束和机组运行约束,按照“三公”调度、电力市场、节能发电调度等不同优化目标以一定周期(一般为5 min)编制日内滚动发电计划,并将此计划闭环下发执行。工程应用实践表明,该系统运行稳定、控制可靠,满足国网相关日内滚动功能系统建设的要求。

Abstract:
The randomness and fluctuations of new energy power generation will have a significant impact on the generation schedule of power grid after the large-scale new energy is integrated in the network. To solve this problem, only by analyzing the changes of new energy power generation, receiving power and load, an intraday rolling generation schedule can be formed through optimization objectives setting and various constraints to improve the enforceability and adaptability of generation schedule. With the day-ahead generation schedule and the units’ day-ahead generation sorting, and according to the information of ultra-short term load forecast, ultra-short term bus load forecast, ultra-short term new energy power generation forecast, rolling hydropower generation schedule, power plan of connecting lines, power-cut scheme, network topologies, declaration of units’ power output and so on, the intraday rolling generation schedule is established according to different optimal objectives of impartial and open dispatching, electricity market and energy saving generation dispatching in a certain period(usually 5 minutes) taking into account the power balance constraints, power grid safety and unit operation constraints. Then the plan is executed in closed loop. Engineering practice indicates that the system is stable and reliable, and meets the relevant construction requirement of intraday rolling function system of State Grid Corporation.
