| 摘要: |
| 针对防窃电电能表在防窃电方面存在的功能缺陷，如不能进行多种窃电手段的判断，不能及时侦察窃电，从防窃电电能表判断窃电功能的原理分析和使用实践证明，在常用的低压接线方式下，难以正确区别“漏电”及“窃电”而出现误判断。且其采用自动对判断的“窃电”实施多计电量进行惩罚的作法，易产生失误和纠纷。论述了利用配电管理系统（DMS）的实时特性，在DMS中开发防窃电功能，比采用防窃电电能表防窃电，具有快速侦察窃电，实时告警提示等优点，而且实施起来不增加硬件设备，仅需开发相应软件模块，提出了在DMS中应用电能平衡法和电流平衡法两种技术手段实现防窃电。 |

| Abstract: |
| The functional defects of kilowatt hour meter with electricity larceny prevention are analyzed.By it,the various means of electricity larceny can not be easily identified and the electricity larceny can not be found out in time.It is proved by principle analysis of larceny prevention and practice that,the electric leakage and electricity larceny can not be distinguished from each other under low voltage wiring mode.And it is irrational to automatically punish on electricity larceny by over calculation of kilowatt hour.It is pointed out that,by using the real time characteristics of DMS,to develop the function of electricity larceny prevention in DMS is much better in fast larceny scout and real time alarm than in kilowatt hour meter.Only SW modules need to be developed,no additional HW is necessary.Current balance and energy balance technologies are proposed to realize electricity larceny prevention in DMS. |
