电力系统应急调度权转移分析及决策方法

摘要:
通过分析目前电力系统调度现状,针对当前应急调度机制的不足,提出了主调、备调和应急调度指挥中心三位一体的调度权转移框架,通过将电网状态、人员及设备状态作为关键指标建立事件评价体系,采用基于信息熵算法,构建决策树对调度状态识别,用以分析电力系统调度权转移启动条件和决策。通过算例进一步说明调度权转移决策树生成过程,同时验证了该方法的有效性和实用性。

Abstract:
The status quo of electric power system dispatch is analyzed and a three-dimensional architecture of dispatch right transformation is presented to improve the emergency dispatch mechanism,which integrates master dispatch,standby dispatch and emergency dispatch center. It takes the states of grid,staff and equipment as the key indicators to construct the event evaluation system. Based on information entropy,it constructs the decision-making tree to identify the dispatch pattern for analyzing the initiation conditions of power system dispatch right transformation and making decision. An example is provided to demonstrate the generation process of dispatch right transformation decision-making tree and prove the effectiveness and practicality of the proposed scheme.
