全局电力管理系统(GEMS)的新构想

摘要:
传统的能量管理系统(EMS)和配电管理系统(DMS)相互独立,分别对发输电系统和配电系统实行监控和调度管理。提出全局电力管理系统(GEMS)的新概念,将发输配全局电力系统看成是有机整体,在EMS和DMS之间建立深层次的有机联系,为发输配全局电力系统提供全局协调的调度控制,实现发输电资源和配电资源的互补,充分发挥全局控制的潜力和效益。初步探讨了GEMS的特征和分布式计算的理论和方法。随着国家电力数据网的全面建成,GEMS的实现将成为可能。

Abstract:
Energy management system (EMS) is separately developed for the supervisory control and dispatch management of power generation and transmission system, while distribution management system (DMS) for that of power distribution system. A new concept of global electric power management system (GEMS) is proposed,which considers the power generation,transmission and distribution as an organic whole and builds a deep seated relationship between EMS and DMS. It supports the dispatch control with global coordination and realizes the resource complementation between power generation and transmission system and power distribution system. The global control potential can be fully developed and the greatest benefit achieved. The characteristics of GEMS and the theory and methods adopted in it are discussed. Along with the implementation of national electric power data network, the realization of GEMS will become possible.
