| Abstract: |
| Impartial competition is the target of transmission open access, but congestion brings about difficulty to power market management. The problems caused by it and the technical and economic methods to deal with them in transmission open access are introduced. The advantages and disadvantages of these methods are analyzed. According to the current operational system of provincial electricity market, a new operational model with congestion management subsystem is proposed and its congestion treatment procedure is presented. |
