| 电力市场化对传统的电力系统运行与规划理论提出了新的挑战，其相关理论研究和工程实践正在发展。全文分为上下两篇，分析了当前电力市场中的热点问题。上篇回顾与总结了电力市场的发展进程，探讨了电力系统优化运行理论与微观经济学的融合和发展过程，分析与评价了北欧市场、英国新电力市场和PJM市场的突出特点，概括与剖析了标准电力市场设计SMD(Standard Market Design)中的先进思想，并借鉴各种模式的设计优势与成功经验，为设计符合我国实际情况的电力市场模式提出若干建议。 |

| With the research achievements in both theory and practice domain,more and more new challenges for power system operation and planning have been aroused in the electricity industry restructuring process. Some hot topics about these new problems are analyzed in this paper,which is the first part of a series of two. The history of electricity market is firstly reviewed. The interactive process between the power system optimization theory and the microeconomics theory is discussed. Then the advantages of some foreign electricity markets, such as North-Europe, United Kingdom and PJM etc,are summarized. Especially the SMD(Standard Market Design) framework is focused in the analysis. Finally some suggestions on the market design work are proposed based on the western successful experiences and the realities of China. |
