| 在现阶段电价体系中,是采用反映供电成本还是交叉补贴的销售电价定价模式需要从经济效益和社会福利方面进行深入研究。利用经济学的基本原理,分析了销售电价与需求弹性系数的关系。基于福利经济学建立了交叉补贴和价格歧视模型,并在差别电价和统一定价2种模式下对模型进行讨论,分析了生产者的总利润、消费者剩余和整个社会福利。理论分析结果显示区域电价中价格歧视定价模式优于单一垄断定价模式。农村和城市区域差别定价的实际情况进一步验证了理论方法的相关分析。结论是:电价改革中应该注意到区域差别电价政策的合理性,从而通过改革及加强监管予以完善。 |

| In electricity price mechanism,the important problem,i.e.whether the selling price should reflect the actual supply cost or adopt cross subsidy,needs to be studied from economic and social welfare.First this paper investigates the relationship between price and demand elasticity.On the basis of welfare economic theory,the mathematical model of cross subsidy and price discrimination are presented from the view of uniform pricing and discriminatory pricing.The supplier benefit,consumer surplus and social welfare are analyzed.The theoretical results show that,the discriminatory pricing mode is better than uniform pricing mode in regional price.The reality of electricity price in rural and urban regions of China also testifies these theoretical analyses.So,the rationality of regional differential price should be concerned in further electricity price mechanism,and differential pricing could be improved by reformation and supervisory. |
