| 为了使电能质量综合评估结果更具明确的意义,使供电公司和电力用户双方易于接受,提出了一种基于"灾害等级"概念的电能质量综合评估新理念.该评估理念以各种电能质量问题共同涉及的经济损失为线索.将电能质量引起的经济损失分为直接经济损失和间接经济损失.用电能质量灾害等级表示电能质量问题的严重程度,可将各种电能质量问题作为整体进行评估.评估基于对电能质量事件(即指标超标)的频次统计和损失估计.通过修改电能质量事件发生的频次来考察总体的损失.有助于确定电能质量治理的优先顺序. |
