南方电网特殊时段频率控制

摘要:
研究了南方电网近两年特殊时段出现的系统频率大幅频繁波动现象。指出特殊时段负荷异常变化及电网二次调频控制策略设置不合理是导致频率频繁波动的原因。提出合理分配水火电一次调频备用、有针对性设置二次调频控制参数、加入人工干预以及控制各控制区送受电网损偏差共4项应对特殊时段频率波动的控制措施。实践结果证明,提出的控制措施可有效抑制频率的大幅频繁波动,是保证特殊时段频率质量的重要手段。

Abstract:
The serious frequency fluctuations of China Southern Power Grid during recent years are studied and it is pointed out that the abnormal load change and the inappropriate parameter setting of secondary frequency regulation are the main causes. Countermeasures are proposed:reasonable distribution of the hydro/thermal power primary frequency reserve,appropriate parameter settings of secondary frequency regulation,manual intervention and control of transmission loss deviation. Practical results show that they are effective.
