基于群决策理论的输电网多阶段规划综合决策

摘要:
针对输电网多阶段规划决策中指标权重确定主观性过强问题,提出一种用于输电网多阶段规划的综合决策方法。该方法根据决策者给出层次分析判断矩阵的一致性水平确定专家权重,以各专家给出的指标权重为样本,通过区间参数估计求出集结各专家意见后的指标权重。并针对多阶段问题提出求取阶段权重的2个原则。决策过程中,采用基于梯形隶属函数的区间数模糊决策方法求取方案隶属度,解决了规划指标难以精确计算的问题。并根据最大隶属度法进行方案排序,最终求得各方案优劣比较结果。最后结合算例证明了该方法的可行性。

Abstract:
To avoid the subjectivity during the determination of index weights for the multi-stage planning of transmission network,a comprehensive decision-making method is proposed,which determines the expert weights based on the consistency level of the hierarchical analysis judgment matrix given by the decision- makers,takes the index weights given by different experts as samples and sets the index weights by the interval parameter estimation. Two principles for setting the index weights of each stage are put forward. During decision-making process,the fuzzy decision-making based on trapezoid membership function is adopted to get the plan memberships for precisely calculating the planning indexes and plans are sorted according to the maximum membership degree. An example is given to show its feasibility.
