风电波动成本分摊方法

摘要:
由于不同风电场出力之间可能存在平滑效应,含多风电场系统总风电波动成本并不等于各风电场单独并网波动成本之和,这给总风电波动成本在各风电场之间的合理分摊带来困难。提出基于波形相似性理论的风电波动成本分摊方法。在“同一系统中,所有参与并网发电的风电场运营商都应承担跟踪负荷波动的任务”的前提下,对各风电场出力进行等电量顺负荷等效变换,并以等效变换曲线作为风电波动成本分摊系数计算的基准;用波形相似性方法度量风电场实际出力曲线和等效出力曲线的波动整体性差异,兼顾风电场装机容量的影响,确定各风电场因未能有效跟踪负荷波动而应承担的风电波动成本份额。算例结果验证了所提方法的有效性。

Wind power variability cost allocation method

Abstract:
Since smoothing effect may be existing between outputs of different wind farms, the total wind power variability cost of system with multiple wind farms is not equal to the sum of variability costs of each wind farm integration respectively, which makes it difficult to reasonably allocate total wind power variability cost among each wind farm. A wind power variability cost allocation method based on waveform similarity theory is proposed. Under the premise that all the wind farm operators participating in grid-connected power generation should be responsible for tracking load fluctuation in the same system, the equal electricity and load-following equivalent transformation of output of each wind farm is carried out, and the equivalent transformation curve is taken as the benchmark for the calculation of wind power variability cost allocation coefficient. The waveform similarity method is used to measure the overall variability diffe-rence between actual wind farm output curve and equivalent output curve, and the influence of wind farm installed capacity is taken into account to determine the wind power variability cost share borne by each wind farm due to the failure of effectively tracking load fluctuation. The case results verify the effectiveness of the proposed method.
