综合能源系统两阶段鲁棒优化调度及碳-绿色证书联合交易下重复收费的影响

摘要:
推进碳-绿色证书联合交易机制,实现碳交易与绿色证书交易的良性互动,有利于多市场环境下综合能源系统(IES)的健康发展。在此背景下,提出了将碳-绿色证书联合交易引入IES的优化调度方法,并分析了联合交易引起的重复收费问题及其影响。在碳-绿色证书联合交易模型中引入交易权重因子,建立了碳-绿色证书联合交易下重复收益的量化方法;构建min-max-min结构的IES两阶段鲁棒优化调度模型,利用盒式不确定集合来刻画新能源出力的不确定性,通过调节不确定参数来求解IES参与不同市场的最优成本;通过仿真算例验证了所提方法在降低碳-绿色证书重复交易收益率、提高系统运行经济性以及新能源消纳率方面的作用。

Abstract:
Promoting the carbon-green certificate joint trading mechanism and achieving a positive interaction between carbon trading and green certificate trading is conducive to the healthy development of the integrated energy system(IES) under the multiple market environment. In this context, an optimal scheduling method of IES is proposed with the introduction of the carbon-green certificate joint trading, and the problem of repeated benefit caused by the joint trading and its impact are analyzed. A trading weight factor is introduced into the carbon-green certificate joint trading model and a quantitative method of repeated benefit under the carbon-green certificate joint trading is established. A two-stage robust optimization scheduling model of IES with a min-max-min structure is constructed. A box type uncertainty set is used to characterize the uncertainty of renewable energy output and the optimal cost of IES participating in different markets is solved by adjusting the uncertainty parameters. A simulation example is given to verify the effect of the proposed method on reducing the return rate of carbon-green certificate repeated trading and improving the system’s operation economy and renewable energy consumption rate.
