市场环境下满足机组成本回收约束的电源规划方法

摘要:
为保证规划期内系统的发电容量充裕度,提出市场环境下满足机组成本回收约束的电源规划方法。基于市场价格信号和容量补偿机制推导机组成本回收的约束条件;将该约束嵌入电源规划模型中,构建电源规划与电力市场耦合的双层模型;利用Benders分解算法对模型进行求解,解决了传统上下层迭代求解方法不能保证得到全局最优解的问题,实现了全局优化求解。IEEE RTS-96系统算例结果验证了所提模型与方法的有效性。

Abstract:
In order to ensure the system power generation capacity adequacy in the planning period, a power source planning method satisfying unit cost recovery constraints is proposed under the market environment. The unit cost recovery constraint is derived based on the market price signal and capacity compensation mechanism, which is embedded into the power source planning model, and a two-layer model coupling with the power source planning and electricity market. The Benders decomposition algorithm is used to solve the model, which solves the problem that the traditional upper-and lower-level iteration solution methods cannot guarantee the global optimal solution. The example results of IEEE RTS-96 system verify the effectiveness of the proposed model and method.
