计及电力中长期及现货市场收益的燃煤机组容量补偿机制

摘要:
燃煤机组在现货电能量市场通常基于短期边际成本进行报价,这导致部分边际机组难以回收投资成本,进而无法保证燃煤机组的合理收益和投资积极性。建立中长期电能量市场出清模型以及中长期差价合同电量分解方式,并建立包括新能源电站、储能等新型电力系统主体参与的现货电能量市场出清模型;基于电能量市场长周期模拟结果,考虑各等级机组在电能量市场投资成本的回收情况和边际机组出清概率,设计一种容量补偿机制。改进的IEEE 10机39节点系统算例仿真结果验证了所提机制的有效性。

Abstract:
The quotation of thermal power units in the spot electric energy market is usually based on short-term marginal costs, which makes it difficult for some marginal units to recover the investment costs, thus the reasonable income and investment enthusiasm of thermal power units cannot be guaranteed. A clearing model of medium and long-term electric energy market and an electricity decomposition method of medium and long-term difference contract are established, and a clearing model of spot electric energy market including new power system entities such as new energy stations and energy storages is established. Based on the long-term simulation results of electric energy market, a capacity compensation mechanism is designed considering the investment cost recovery condition and clearing probability of marginal unit. The effectiveness of the proposed mechanism is verified by the example simulative results of a modified IEEE 10-machine 39-bus system.
