现货市场环境下独立储能参与一次调频市场运营策略

摘要:
以我国首个一次调频服务市场为背景,提出独立储能电站参与一次调频服务市场的运营决策模型。提出给定容量下一次调频里程的计算模型,基于历史频率信息预估调频里程;构建包括寿命损耗成本与充放电量损失成本在内的调频成本计算模型;在此基础上,进一步建立计及一次调频出清价格不确定性的报价决策模型和计及能量市场机会成本的最优调频容量确定模型,实现对储能参与一次调频市场的辅助决策;通过算例验证所提运营决策模型的有效性,结果表明现阶段储能电站参与一次调频市场的收益远高于能量市场。

Abstract:
Based on the first primary frequency regulation(PFR) service market in China, an operation decision-making model of independent energy storage stations participating in the PFR service market is proposed. A calculation model of PFR mileage under a given capacity is proposed to estimate the frequency regulation mileage based on historical frequency information. The calculation model of frequency regulation cost including the life loss cost and the energy loss cost during charging and discharging is constructed. On this basis, a quotation decision-making model considering the uncertainty of PFR clearing price and an optimal frequency regulation capacity determination model considering the opportunity cost in energy market are further established to achieve the auxiliary decision-making for energy storage participating in the PFR market. The validity of the proposed operation decision-making model is verified through numerical examples. The results show that, at present stage, the revenue of energy storage stations from participating in the PFR market is much higher than that of participating in the electric energy market.
