共识减排下多区域碳-电协同市场的均衡分析

摘要:
在“双碳”目标下,制定客观、合理的碳减排目标量是降低碳排放的关键环节之一。提出一种基于最小成本软共识模型的区域碳减排目标量设定方法,并构建配额制下的多区域碳-电协同市场交易模型。考虑发电量、历史累计碳排放量等特征指标,采用熵权法计算区域碳减排共识权重;使用最小成本软共识模型设定区域碳减排目标量,得到相应的区域碳配额;以碳配额为碳排放约束,结合安全运行条件,构建多区域碳-电协同市场均衡模型;针对模型的非光滑问题,且为保证算法的全局收敛性,提出一种基于线搜索的全局Levenberg-Marquardt算法以实现均衡模型的求解。算例结果表明:碳-电市场的协同可以有效减少高碳排机组的发电量,增加新能源机组的中标电量,从而降低碳排放;所提区域碳减排目标量设定方法会影响发电企业的竞价行为和发电计划,从而调整不同区域发电收益。

Abstract:
Under the background of carbon-peaking and carbon-neutrality goal, determining an objective and rational carbon-reduction target is one of the key links to reduce carbon emission. A target amount setting method of regional carbon reduction is proposed based on the minimum cost soft consensus model, and a trading model for multi-regional carbon-electricity synergistic market under quota system is constructed. Considering the indicators such as power generation and historical cumulative carbon emission, the entropy weight method is adopted to calculate the consensus weight of regional carbon emission reduction. The mini-mum cost soft consensus model is used to set the target amount of regional carbon reduction and obtain the corresponding regional carbon quota. Taking the carbon quota as the carbon emission constraint and combining the safe operation condition, an equilibrium model of multi-regional carbon-electricity synergistic market is built. Aiming at the non-smooth problem of the model and in order to ensure the global convergence of the algorithm, a global Levenberg-Marquardt algorithm based on the line search is proposed to rea-lize the solution of the equilibrium model. The example results show that the synergy of carbon-electricity market can effectively reduce the power generation of units with high carbon emission and increase the bidding energy of renewable units, so as to reduce the carbon emission, and the proposed target amount setting method of regional carbon reduction can affect the bidding behavior and power generation plan of power generation enterprises, so as to adjust the power generation revenue in different regions.
