摘要:
现有海上风电场规划建设鲜有考虑建设时序,多属于静态单阶段规划,易造成初始规划方案与中、后期的运行间缺乏有效衔接的问题,为此,提出一种考虑风电接纳水平的海上风电场多阶段规划方案。建立以购电成本最低为目标的日前市场竞价模型来评估电网对海上风电的最大接纳水平,获得未来多年不同负荷水平下区域电网对海上风电的最大接纳水平及上网电价;在此基础上,将规划周期分为若干个阶段,以投资年份、风机数量、风机位置及风机所属投资阶段为优化变量,建立以风电场净收益最大化为目标的海上风电场多阶段规划模型。算例验证了多阶段规划模型相较于单阶段规划模型在提升海上风电场经济效益上的有效性。

Abstract:
The current planning and construction of offshore wind farm rarely considers the construction time sequence, which mostly belongs to static single-stage planning and is easily lead to the lack of effective connection between the initial planning scheme and the operation at middle and late stages, for which, a multi-stage planning scheme for offshore wind farm considering wind power accommodation level is proposed. The day-ahead market trading model with the lowest electricity purchase cost as its objective is established to evaluate the maximum accommodation level of power grid to offshore wind power, and the maximum accommodation levels of regional power grid to offshore wind power are obtained under different load levels in the future years. On this basis, the planning period is divided into several stages, and a multi-stage planning model of offshore wind farm with the maximum net revenue of wind farm as its objective is built, which takes the investment year, number, location and the belonging investment stage of wind turbines as its optimization variables. Examples verify the effectiveness of multi-stage planning model in improving economic benefit of offshore wind farm compared with single-stage planning model.
