| 在容量市场机制设计中，设计不当的容量需求曲线可能导致系统容量不足、容量采购费用过高、市场主体恶意竞争、市场不稳定等问题。研究北美宾夕法尼亚—新泽西—马里兰联合电力系统的容量需求曲线设计流程，该流程包括初始形状确定、参考机组选择、净新建机组成本确定、装机备用裕度及系统目标容量需求确定，并进行算例分析。结合当前中国实际国情及电力市场现状，提出建设中国容量市场的可行建议。 |

| In the design of capacity market mechanism, improper design of the capacity demand curve may lead to the problems such as insufficient system capacity, excessive capacity procurement cost, malicious competition among market agents, market instability. The design process of capacity demand curve in the joint power system of Pennsylvanian-New Jersey-Maryland in North America is researched, which includes the initial shape determination, the reference unit selection, the net cost determination for newly constructed units, the determination of installed reserve margin and system target capacity demand. Feasible suggestions are proposed for the construction of China’s capacity market based on China’s actual conditions and the current situation of electricity market. |
