西南巨型水电站如何参与省内-省间电力市场联合竞价是我国多层次电力市场建设面临的新问题,电价和径流的多重不确定性叠加时空耦合的水力电力联系使得该问题极为复杂。提出一种基于边际机会成本的水电站参与省内-省间月度集中市场投标曲线联合优化方法。考虑水电站在多层次多时段市场售电量的非线性耦合关系,构建随机规划模型,求解随机电价、径流下水电站多种售电量组合的增量成本,拟合水电站在省内-省间月度集中市场的边际机会成本曲线;引入偏差面积最小准则对曲线进行缩减,得到段数符合市场要求的分段投标曲线。以溪洛渡右岸电站参与云南省内市场和南方电网省间市场联合竞价为例,验证了所提方法的有效性,结果表明所得投标曲线符合水电站机会成本变化趋势,相较于传统投标电量优化模型,所建模型能够有效提高水电站售电收益,促进水电消纳。 |

How the southwest giant hydropower stations participate in the coordinated bidding of intra-and inter-provincial electricity markets is a new problem faced by the construction of China’s multi-level electricity market, the superimposition of multiple uncertainties of electricity price and runoff and the spatial-temporal coupling connection of hydraulic power and electric power makes the problem extremely complicated. A bidding curve coordinated optimization method is proposed for the hydropower stations participating in intra-and inter-provincial monthly centralized electricity markets based on the marginal opportunity cost. Considering the nonlinear coupling relationship of electricity sales of hydropower stations in multi-level and multi-period electricity markets, a stochastic programming model is constructed, the incremental costs of multiple electricity sale combinations for hydropower stations are solved under stochastic electricity price and runoff, and the marginal opportunity cost curves of hydropower stations in intra-and inter-provincial monthly centralized electricity markets are fitted. The minimum deviation area criterion is introduced to reduce the curves, and the stepwise bidding curves are obtained with the number of segments satisfying the market requirement. The effectiveness of the proposed method is verified based on the example of Xiluodu Right Bank Station participating in the simultaneously bidding of Yunnan intra-provincial market and Southern Power Grid inter-provincial market. The results show that the obtained bidding curves are consistent with the variation trend of opportunity cost for hydropower stations, and compared with the traditional bidding electricity quantity optimization models, the proposed model can effectively improve the electricity sale profit of hydropower stations and promote the hydropower accommodation. |
