基于生命周期评估的需求响应碳减排量评估方法

摘要:
需求响应作为电网公司实现电力系统平衡的重要调节手段,可有效降低电力系统的碳排放水平。鉴于当前对需求响应的环境效益缺乏有效的量化手段,提出了一种基于生命周期评估(LCA)的需求响应碳减排量评估方法,为电网公司需求响应参与碳排放权交易市场提供理论参考。分析了需求响应碳减排量转化成中国核证自愿减排量并参与碳交易市场的可行性;提出了基于LCA的电力系统碳排放传导路径,并梳理分析了不同碳排放项目之间的关系;通过分析需求响应过程中的碳排放变化量及其带来的环境效益,提出了一种基于LCA的需求响应碳减排量评估方法。以简化的浙江省实际电网和用户负荷数据为算例,探究需求响应中不同阶段的碳减排量状况,结果表明所提方法能够有效评估需求响应过程中的碳减排量,为电力产业的低碳化发展提供借鉴。

Abstract:
Demand response is as an important adjustment method for power system balance, which can effectively reduce the carbon emission level of power system. In view of the lack of effective quantification methods for the environmental benefits of demand response, an assessment method of demand response carbon emission reduction based on life cycle assessment(LCA) is proposed, which can provide a theoretical reference for power grid companies to participate in the carbon emission permit trading market. The feasibility of transforming demand response carbon reduction into Chinese certified emission reduction(CCER) and participating in the carbon trading market is analyzed. The carbon emission transmission path of power system based on LCA is proposed and the relationships between different carbon emission projects are analyzed. Based on the analysis of the carbon emission change and the environmental benefits in the demand response process, an assessment method of demand response carbon emission reduction based on LCA is proposed. Taking the simplified Zhejiang Power Grid and its user load data as an example, the carbon emission reduction in different stages of demand response is explored. The results show that the proposed method can effectively assess the carbon emission reduction in the demand response process and provide reference for the low-carbon development of power industry.
