基于电力交易产品细分市场协同机理的新型电力系统灵活爬坡市场机制设计

摘要:
针对可再生能源发电高占比电力系统中爬坡需求激增而灵活调节容量不足的问题,设计适应我国新型电力系统和电力市场环境的灵活爬坡市场机制。讨论新型电力系统中爬坡问题的成因及应对方法;基于电力交易产品细分市场协同机理,分析灵活爬坡市场与电能量现货市场以及我国现有辅助服务市场的协同关系,并从“功能互补、时序配合、价本互映、收益互斥”4个维度明确灵活爬坡市场的功能定位、时间结构、定价机制以及结算与费用疏导机制;构建相应的灵活爬坡市场出清模型。基于我国西北某省实际数据,测算灵活爬坡市场的运营效益,结果表明,所提灵活爬坡市场机制设计方案能有效提高系统短期运行灵活性,经济地减小因爬坡能力不足而导致的弃风光量和切负荷量,有利于保障灵活调节资源的合理收益与价值实现。

Design of flexible ramping market mechanism of new power system based on synergistic mechanism of electricity trading product segment markets

Abstract:
Aiming at the problem of surging ramping demand and insufficient flexible adjustment capacity in the power system with high proportion of renewable energy generation, a flexible ramping market mechanism adaptable to China’s new power system and electricity market environment is designed. The cause and dealing method of ramping problem in new power system are discussed. On the basis of synergistic mechanism of electricity trading product segment markets, the synergistic relationship among flexible ram-ping market, electric energy spot market, and China’s existing ancillary service markets is analyzed, and the functional positioning, operational timing, pricing mechanism, and settlement and cost grooming mechanism of flexible ramping market are clarified from the four dimensions of functional complementarity, timing coordination, price-cost response and revenue exclusivity. A corresponding clearing model of flexible ramping market is constructed. On the basis of actual data from a province in Northwest China, the operational benefit of flexible ramping market is calculated, and the results show that the proposed design scheme of flexible ramping market mechanism can effectively enhance the short-term system operational flexibility, economically reduce the wind and solar curtailment and load shedding amount caused by insufficient ramping capability, and is helpful for ensuring reasonable revenue and value realization of flexible adjustment resources.
